Cofig Settings not saving in Retroarch (RG35xxSP fresh install)

Precontext: Used to have 24xx(not sure) installed on my device but bricked the syncthing app by telling it to update (not sure why I did that)
so I decided it gave me the excuse to update and have a fresh, clean install.
I formatted my 2nd SD card to exfat
Used raspberry pi imager and followed the guide here ( Install Guide | MustardOS ) to install the new 2601 img to my 1st SD card.
inserted both cards to my device, booted it up, and told MUOS to install.

after that was done the first thing I did was go to “applications/retroarch” then in retroarch go to “settings/saving” and turned
“sort saves into folders by core name”
and
“sort save states into folders by core name”
to OFF (I do this because I use syncthing to sync my saves across multiple devices, not all support the same cores)
after turning those off I go to “Main Menu/Configuration File” and tried both “save current configuration” and “save main configuration” (popup says it saved to “/root/.config/retroarch/retroarch.cfg” for both of those) then quit out from the main menu
I then relaunch retroarch to see if the settings saved and find that they have reverted back to ON

I have done a second complete reinstall of MUOS 2601 just to see if that fixed it but no good.

I don’t really keep up with dev updates so I had no clue that had changed, but I get it.
hopefully there is a lot less people like me bothering you then the others before the change XD
