Pretty much what the title says. I first tried adding rom to a second SD card under a “roms” folder, but it didn’t detect it. Then I added the roms to the first card, but there’s no rom migrating option in the storage options. Help appreciated!
It sounds like your second card is likely not a single exfat / fat32 partition.
I’d recommend formatting it with the SD Card Formatter
Your steps for adding roms is correct. And there is no migrate option for roms because muOS generally does not mess with user data.

Just to add to all the helpful responses you have already received, the roms need to be in a subfolder within the roms folder on the SD card root. So it should look something like this:
SDroot/roms/romfoldername_canbeanything/bestgameever.gba
Or this:
SDroot/roms/Nintendo GBA games/Pokemon.gba
