haven’t seen that before. you might want to try flashing with a different image software. The top two we recommend are Raspberry Pi Imager Rufus if that doesn’t work you can also try setting up a wifi connection and transferring your content over that way

I believe it is actually possible, but either way you will need to copy everything out of that partition first(which it seems you can’t), then reformat it as fat32, and then move it back. Use mtp or sfpt, those are much better solutions.
