The “Numero” core for Texas Instruments TI-83 is listed as not requiring a BIOS, but it does require one.

Edit: PX68k also requires one as does Neko Project II Kai

Numero and PX68k have been updated, however Neko Project II does not appear to need a bios according to Libetro
